We believe that disembedded characterization can be explained from three angles: science and politics, national governance and international governance. In science and politics, temperature is an ideal concept to connect scientists, policy makers and the general public. The target of 2oC is an overall value for all, but temperature is a local variable that varies significantly (Thornton et al. 2014). Rising temperatures involve different risks and effects at the local level, which must be aggregated and considered at the global level (Knutti et al. 2016). In addition, an overall change in average temperature is only a metric to achieve a climate stabilization goal. Emissions, cumulative concentration and radiation forces are indicators more related to human activities (Knopf et al. 2012) and must be strongly combined with the 2oC target in order to increase the effectiveness and coherence of policy considerations. Finally, temperature is both the cause and consequence of environmental changes and, due to the functional interdependence of natural subsystems, is associated with many transformative processes in the Earth system (Biermann 2014). In the current configuration, the 2oC target is not related to other critical thresholds in the Earth system, such as.B. the national level or local sub-targets (Philibert and Pershing 2001) or planetary boundary values (Rockstrom et al. 2009).
The implementation of a system such as objective agreements can only be cost-effective if costs are offset by significant improvements in workers` performance. To contribute to the goals of the agreement, countries presented comprehensive national climate change plans (national fixed contributions, NDC). These are not yet sufficient to meet the agreed temperature targets, but the agreement points to the way forward for further measures. Overall, the period 1997-2009 meant the consolidation and dissemination of the 2oC target, with Europe remaining in the lead, but now accompanied by the approval of other States concerned. At this stage, some sub-eminent inconsistencies, and policy makers have always avoided having a debate about the impact of the objectives on possible measures to be taken to implement them. Nevertheless, the idea that the goal at the highest international political level was ready for approval was finally established. In principle, the agreed objectives are taken into account, the individual goals of employees with company objectives, which increases the efficiency of the company.
